Manage the binary op names compiled to ri-activation-binary. None are registered by default; backend constructors register the ops they provide.
Registering an op name only selects the instruction. For a new activation to appear in differentiable SSA graphs it also needs a morph-<op> constructor, a VJP rule in ssa-vjp and a case in rebuild-morphism.
