Returns #t if m divides n, #f otherwise.

Examples:

> (divides? 2 9)
#f
> (divides? 2 8)
#t

Note that 0 cannot divide anything:

> (divides? 0 5)
#f
> (divides? 0 0)
#f

Practically, if (divides? m n) is #t, then (/ n m) will return an integer.
